Pete leads complex strategy projects and advises senior leaders in and around government. Clients value Pete’s broad understanding of education systems and policy, ability to model and analyse complex systems, and outstanding ability to communicate ideas and develop compelling recommendations. Pete specialises in school education, but also has extensive experience in other areas of education and human services.
Influential work:
Wrote ten major public policy reports ranging from targeting teaching in the classroom to analysing NAPLAN data to creating an expert teacher career path. Australian governments and non-government school systems have adopted and implemented many of the recommendations in these reports.
Developed a new model for adaptive systems improvement that influenced the Gonski 2.0 Review to Achieve Educational Excellence in Australian Schools and the Productivity Commission Report on the National Education Evidence Base.
Worked with multiple stakeholders to help pass the 2017 Education Act, including suggesting all four changes that were included in the final version of the Act.
Briefed Ministers, Shadow Ministers and heads of Education departments in all States and Territories.
Wrote the business case for MyGov, which subsequently attracted a $50m whole-of-government investment.
Led multiple projects to integrate the Department of Human Services portfolio, identifying $700m in savings from co-locating shopfronts and streamlining service delivery even while providing more tailored support to people with complex needs.
Developed and wrote the original strategic vision for the Doherty Institute of Infection and Immunity, which attracted over $150m in funding.

Pete has a PhD in systems biology from Harvard University, and a first-class honours degree in genetics and maths from The University of Melbourne.
