Performance measures and strategies

dandolo developed a business performance review framework that drew on the objectives of Questacon’s strategic plan. This framework was refined through a workshop with key Questacon stakeholders. The framework outlined how dandolo would review the design, implementation, outputs, and outcomes of past program delivery models. The workshop also featured a discussion of potential strategic options and forward-looking analysis of what that mean for the future of the Science Circus across the following four key elements:

  • Why the initiative exists, including its strategic and program objectives, and its role within Questacon’s broader program portfolio.
  • Who it should serve, including current and potential target audiences, underserved communities and equity cohorts.
  • What it should deliver, including content, pedagogy, and audience experience before, during and after engagement.
  • How it should be organised in terms of its delivery model, governance, funding, and resourcing.

Measurement and reporting of efficiency and effectiveness

Our review included comprehensive analysis of the Science Circus' operational efficiency and delivery effectiveness. This analysis combined a retrospective review with forward-looking strategic scenario planning. To do this, we:

  • Examined past and present delivery approaches of the Science Circus, reviewing how the program's delivery has evolved over time and analysing changes in key inputs and outputs. This included a detailed cost analysis of various activities, such as the cost per audience member over time.
  • Conducted a comparator analysis of other STEM engagement models. Using desktop research and benchmarking, we assessed the relative efficiency and distinctiveness of the Science Circus compared to similar programs. 
  • Developed a model that compared the current delivery approach with a forecast of four viable program delivery options what involve.
  • Provided recommendations on 17 design and delivery improvements and offered guidance on how to support their adoption.

Quantitative and qualitative analysis

We used a mixed-methods research approach, involving the collection and analysis of both quantitative and qualitative. For example, this included:

  • Comprehensive analysis of historical program data, tour reports, and organizational documents, as well as a literature review of best practices in STEM engagement initiatives.
  • Team members directly observing live tour activities in regional Queensland to better understand the program in action and evaluate the quality of delivery and engagement.
  • 15 interviews with external stakeholders, which provided diverse perspectives on the program’s strengths, gaps, and future potential.
  • Comparative analysis of other touring programs with similar qualities, such as youth engagement, STEM focus, national reach, and targeting regional and rural areas, was conducted.
  • Quantitative analysis of cost per audience member across past program delivery approaches, and quantitative scenario modelling to estimate relative reach, resource requirements, and cost implications of future delivery options.

 

Outcomes

The review provided Questacon with valuable advice that helped to clarify the Science Circus' past performance and its future strategic role. Our recommendations, which covered aspects such as the program's purpose, audience focus, delivery model, and efficiency, were fully accepted by Questacon. The delivery options model is now being used to inform internal planning and decision-making regarding the future of the Science Circus. Our advice has helped align the Science Circus more closely with Questacon's national engagement objectives and has provided a practical foundation for improving the initiative's reach, cost-effectiveness, and strategic integration across Questacon's other program offerings.
